Then Kelvin was promoted to the FAA management team.  Kelvin’s numerous FAA management assignments include serving as the Manager of the FAA Engineering Navigation and Landing Platform, the FAA Southern Region Airports Assistant Division Manager, and the FAA Southwest Region Airports Division Manager, which was his Senior Executive Service appointment.  Kelvin’s last Senior Executive Service position of record was the FAA Southwest Regional Administrator in Fort Worth, Texas.   Kelvin’s motto and favorite saying is, “I’m just here to help”. 

Kelvin’s educational accomplishments include a Bachelor of Science in Civil Engineering Degree from Prairie View A&M University, and a Master of Business Administration Degree from LeTourneau University.  Kelvin is a graduate of the Harvard University – Kennedy School of Government Senior Executive Fellows Program.  Kelvin has also completed executive level continuing education training at the University of Pennsylvania – The Wharton School, and the Federal Executive Institute – Center for Leadership Development.  

Kelvin worked closely with a number of Federal government senior executives, State Aeronautics Directors, Airports Directors, congressional staff members, planners, engineers, environmental specialists, and too many other professionals around the U.S. and across the globe!  This includes working on teams or projects that promoted and enhanced the National Airspace System, Joint-Use Military bases, Public Transit (Bus) systems, Emergency Management Offices (FEMA), Unmanned Aircraft Systems, Commercial Space Transportation, and others.

After an illustrious 36-year FAA career, Kelvin retired and formed The Solco Group, LLC. 

The Solco Group, LLC (TSG) fulfills Kelvin’s dream to create and manage an aviation and transportation planning, engineering, and research consulting firm that takes his knowledge, experiences, and resources and shares it with his peers, clients, airport owners, A/E firms, private corporations, and other organizations.  Kelvin and his team members enjoy assisting clients with aviation planning, airport design requirements, airspace analysis recommendations, technical advice, problem solving, meeting facilitation, and subject matter expert team support.  During a conversation with Kelvin, you are likely to hear him say, “We can help you with everything inside the airport fence”!
